Conform to web standards as set out by the W3C. Doing so will ensure your pages are semantically rich, and therefore more likely to contain the information necessary for obtaining a higher page ranking. For instance, the W3C also recommends that anchor tags use a title attribute to describe where the link is taking the user. There are a ton of other good practices that will result in better rankings.
